Below is a summary of what happened in the EU cosmetics regulatory framework during the summer of 2022 as well as what is expected to happen in the near future.
On 18 and 19 July 2022, the SCCS meeting of the Working Group (WG) on cosmetic ingredients in cosmetic products was held.
On 8 July 2022, Regulation (EU) 2022/1181 was published in the Official Journal of the European Union amending the preamble of Annex V to Regulation (EC) No 1223/2009 with regard to the threshold for the labelling of the warning “releases formaldehyde” in cosmetic products.
The SCCS adopted the final opinion on Kojic Acid at its plenary meeting on 15–16 March 2022. The final opinion was subject to a corrigendum adopted by the SCCS on 10 June 2022. The corrigendum includes changes in the calculation of systemic exposure dose, safety assessment, and conclusion.
The European Commission has asked the Scientific Committee to assess the safety of Silver Zinc Zeolite (with INCI name “Ammonium Silver Zinc Aluminium Silicate”) in cosmetic products. The SCCS approved this mandate in the plenary meeting on 21-22 June 2022, and the Committee has nine months to deliver its Opinion.
Although it is easy to identify some Aluminium (AL)-cosmetic ingredients by their INCI name containing the word “Aluminum”, there are many Al-containing ingredients difficult to be identified.
The Scientific Committee has published its final Opinion on 4-Methylbenzylidene camphor (4-MBC). It was adopted by written procedure on 29 April 2022.
Considering the concerns related to potential endocrine-disrupting properties of “Salicylic Acid” the European Commission has asked the Scientific Committee to assess its safety in cosmetic products. On 3 February 2022, this mandate has been accepted by the SCCS and the Committee has nine months to deliver its Opinion.
The Scientific Committee has published the preliminary opinion on alpha-arbutin and beta-arbutin after the mandate given by the European Commission to assess their potential to release hydroquinone (HQ). Hydroquinone (CAS No. 123-31-9, EC No. 204-617-8) is prohibited as a cosmetic ingredient. The SCCS adopted this document at its plenary meeting Read more…
The Scientific Committee has published the preliminary scientific advice on Triclocarban and Triclosan as substances with potential endocrine-disrupting properties in cosmetic products. The SCCS adopted this scientific advice at its plenary meeting on 15-16 March 2022.
