The Scientific Committee has published its final Opinion on the safety of Aluminium in cosmetic products. It was adopted by written procedure on 1 January 2023
On 18 January 2023, the SCCS meeting of the Working Group (WG) on nanomaterials in cosmetic products was held.
On 11 January 2023, the SCCS meeting of the Working Group (WG) on Methodologies was held.
ECHA published three intentions and proposals for harmonised classification and labelling (CLH) for substances that can be used in cosmetics: Talc, Dimethyl Imidazolidinone, and Potassium Bromide. If the classification process is completed, the use of some of these substances in cosmetic products may be threatened.

Although the Regulation on cosmetic products is directly applicable in the countries of the European Union, it is necessary to nationalize the aspects that the European standard leaves to the Member States. On 19 December 2022, the European Commission proposed a revised Regulation on the classification, labelling and packaging of chemicals (CLP) and introduced new hazard classes for endocrine disruptors and other harmful chemical substances to better protect people and the environment from hazardous chemicals.
Below is a summary of what is expected to happen in the near future.
The European Commission has asked the Scientific Committee to assess the safety of children’s exposure to Methyl Salicylate (methyl 2-hydroxybenzoate, CAS/EC No. 119-36-8/204-317-7) as used in cosmetic products. The SCCS approved this mandate by written procedure on 20 December 2022, and the Committee has three months to deliver its Opinion.
On 30 November 2022, the European Commission published the proposal for a revision of EU legislation on Packaging and Packaging Waste, as part of the European Green Deal’s Circular Economy Action Plan aiming to prevent packaging waste, boost reuse and refill, and make all packaging recyclable by 2030.
