On 30-31 January 2023, the SCCS meeting of the Working Group (WG) on cosmetic ingredients in cosmetic products was held.
ECHA published three intentions and proposals for harmonised classification and labelling (CLH) for substances that can be used in cosmetics: Talc, Dimethyl Imidazolidinone, and Potassium Bromide. If the classification process is completed, the use of some of these substances in cosmetic products may be threatened.
The European Commission has asked the Scientific Committee to assess the safety of children’s exposure to Methyl Salicylate (methyl 2-hydroxybenzoate, CAS/EC No. 119-36-8/204-317-7) as used in cosmetic products. The SCCS approved this mandate by written procedure on 20 December 2022, and the Committee has three months to deliver its Opinion.
On 13 December 2022, ECHA published the draft list of the substances included in the Community rolling action plan (CoRAP) for the years 2023-2025. The CMR Omnibus V Regulation, formally EU Regulation 2022/1531, which is based on the 17th ATP of CLP, enters into force on 17 December 2022.
On 28 November 2022, ECHA started the consultation on harmonised classification and labelling (CLH) of Tea tree (Melaleuca alternifolia) extract and essential oil (CAS no: 85085-48-9). On 17 November 2022, European Commission notified WTO of a draft Omnibus VI Regulation, aiming at modifying Annex II of the EU Cosmetics Regulation 1223/2009. On 24 October 2022, ECHA announced that it has received an harmonised classification and labelling (CLH) proposal for the fragrant cosmetic ingredient called, Acetophenone. The CLH proposal was submitted by Spain.
