On 1 April 2024, the United Kingdom (UK) published an amendment to the Cosmetics Regulation 1223/2009, as applicable in Great Britain (i.e., England, Wales, and Scotland). Permitted levels of BHT (CAS no 128-37-0) in the Cosmetics Regulation are amended.

The UK Scientific Advisory Group on Chemical Safety of Non-Food and Non-Medicinal Consumer Products (SAG-CS) has recently published two opinions on the use of Butylated Hydoxytoluene (BHT) (CAS no 128-37-0) and Kojic acid (CAS no 501-30-4) in cosmetic products.
On 10 November 2022, Regulation (EU) 2022/2195 was published in the Official Journal of the European Union amending Regulation (EC) No 1223/2009 regarding the use of Butylated Hydroxytoluene (BHT), Acid Yellow 3, Homosalate, and HAA299 in cosmetic products and correcting that Regulation as regards the use of Resorcinol in cosmetic products.
In the light of new SCCS opinions, European Commission has already prepared a draft regulation referring to the substances BHT, Acid Yellow 3, Homosalate, Resorcinol, and Bis-(Diethylaminohy d-Roxybenzoyl Benzoyl) Piperazine (HAA299).
