On 22 November 2022, France notified the European Commission of a draft decree “Establishing the list of products for which sale in bulk is prohibited for public health reasons”. The draft decree concerns, among others, cosmetic products. In particular, cosmetic products are included in the list of products that may be sold in bulk only under certain conditions.
