In 2019, the French National Agency for the Safety of Medicines and Health Products, published a new requirement related to Phenoxyethanol for leave-on cosmetic products (excluding deodorants, hair, and make-up products) containing Phenoxyethanol. Specifically, the French Authorities mandated the labelling of the precautionary measurement “Not to be used on the nappy-skin area of children under 3 years of age”. Many cosmetic products were affected regardless of their foreseeable use.
